This note covers @realDonaldTrump posts on Truth Social from Monday, Oct 26, through early Wednesday, Oct 28 UTC. Most of the feed in this window was midterm endorsements (dozens of House candidates on Monday afternoon alone), rally notices, and livestream links. One post on Tuesday stood out for energy markets: a claim that a million barrels of Venezuelan oil were arriving in Texas at no cost to taxpayers.

One million barrels of Venezuelan oil (Tuesday, Oct 27)

At 17:04 UTC on Tuesday (10:04 AM Pacific), ahead of a rally at the Port of Corpus Christi, the account posted:

I am traveling to Corpus Christi, Texas to a PACKED Rally, where the United States of America will receive ONE MILLION BARRELS of VENEZUELAN OIL as a result of our Highly Successful Military Operation, followed by the Biggest Oil Deal in the History of the World. Thanks to our renewed relationship with Venezuela, which has turned out to be a truly excellent one, the Oil is being provided to the United States at NO cost to the American Taxpayer. This is just the first shipment of BILLIONS of Barrels to come. By unleashing Energy Dominance from Alaska, all the way down to Venezuela, I have made the Western Hemisphere the Energy Capital of the World. Gasoline and Diesel Prices will soon come plummeting down — JUST WATCH! President DONALD J. TRUMP

What the cargo is

The oil came from North American Blue Energy Partners (NABEP), a company run by Venezuelan businessman Alejandro Betancourt. In a same-day statement, NABEP said two tankers carrying 1 million barrels had arrived in Corpus Christi and that it delivered this first million barrels at no cost to the U.S. taxpayer. NABEP described it as the start of a larger deal with the U.S. Departments of State and War that gives the U.S. government the right to buy 20% of NABEP's production at cost, plus a 35% equity stake in its parent company.

What the deal costs

Reports differ on whether this first cargo was free. The Washington Post reported that the shipment is not free but deeply discounted, and that it is the first under an August contract that lets the U.S. buy 20% of NABEP's crude at $30 a barrel, which the Post described as less than a third of the current market price, citing two people familiar with the shipment. The Maritime Executive, citing a contract copy obtained by ProPublica, gave the same $30 price and noted that U.S. refiners have also been buying Venezuelan oil on commercial terms before and after January.

The Maritime Executive identified the tanker at the rally as the Angerona, a 2008 Aframax operated by Trafigura. Al Jazeera reported that the White House had said in September the first shipment from the deal would likely reach U.S. reserves in November.

The fuel price line

The post says gasoline and diesel prices "will soon come plummeting down" but gives no timeline. NABEP put its current production at a little over 223,000 barrels of oil equivalent per day, with a near-term target above 1 million barrels per day. Al Jazeera reported that experts have cast doubt on whether the deal will have any short-term impact.

Consumer confidence (Tuesday, Oct 27)

At 15:20 UTC on Tuesday, shortly after the Conference Board released its October survey, a post said:

BREAKING NEWS: Consumer Confidence is up 7.5%, an extremely big rise. Thank you! President DONALD J. TRUMP

Source: Truth Social post

The Conference Board release reported that its index rose 7.5 points, to 91.7 from 84.2 in September, which works out to roughly a 9% increase. The board's senior economist said the recovery was in line with retail gasoline prices easing from September to October, and that confidence was still on a long-term downward trend. AP reported that September's reading had been the lowest since April 2014.

Nursing home staffing grants (Monday, Oct 26)

At 22:10 UTC on Monday, a post announced a federal program:

The Trump Administration is proud to announce a 250 MILLION DOLLAR PLUS initiative to RECRUIT and RETAIN Nurses for Nursing Homes! This Federal and State Initiative will support thousands and thousands of Nurses and Nursing Students Nationwide, including those serving rural communities. Through the brand new Nurses for Nursing Homes Initiative at CMS, Nurses can get up to $50,000 in Grants for working in rural communities or understaffed facilities. This Fund was nearly a THIRD of this amount until I stepped in, and had our Great Governors join the fight. Now many more of our Incredible Nurses can be rewarded for helping our Fantastic Seniors.

What to watch

For the Venezuelan oil deal, the next markers are how often cargoes arrive after this first one, whether later barrels are booked at the reported $30 price, and where they go (refiners or U.S. reserves). For consumers, the Conference Board's final October figures and weekly retail gasoline prices will show whether the easing in fuel costs holds.
